What does the P1000 code mean?

Code P1000 is manufacturer-specific, but means the same thing across the board. With Ford and Jaguar vehicles, the OBDII monitor testing didn’t complete. Mazda says it's an OBDII-related drive cycle problem. With every model, the code indicates that the system wasn’t able to do a full diagnostic check.
